ETC Housing Corporation
In 1989 a group of concerned community members joined forces to address the growing issue of homelessness in Clinton County. ETC Housing Corporation was established at that time to serve the homeless population of Clinton County through permanent housing, shelter and support services. Since that time ETC has grown and expanded services to continue to address homelessness in several capacities.
We help individuals and families in Clinton County realize their hope for a better life by providing shelter, support services, and advocacy.

New York State Supportive Housing Program-NYSSHP
ETC operates 21 units of supportive housing. The 21 units are a mixture of 1,2, and 3 bedroom units. Grant funding from NYS is in place to have 2 full time case managers providing services.
Solutions to End Homelessness Program-STEHP
Emergency Shelter
ETC operates a 12 unit emergency shelter. There are 4 family units and 8 single units. A full time case manager provides services. Units at ETC are generally used by the Department of Social Services for the toughest, most chronic homeless cases.
Rapid Rehousing
The Rapid Rehousing Program aims to target our literal homeless population in Clinton County. Support services are offered to maximize housing stability and reduce the return to homelessness. Our goal with the Rapid Rehousing program is to find housing, using a housing first model, and assist the participant in becoming self-sufficient to afford their apartment on their own and be discharged from the program.
CoC Permanent Supportive Housing
ETC provides support services for a permanent supportive housing program. The program is designed to house individuals experience homelessness with a disabling condition.
Projects for Assistance in Transition from Homelessness-PATH
This program was created to reduce or eliminate homelessness and imminent risk of homelessness for individuals with serious mental illness or co-occurring mental and substance use disorders Program funds support outreach, case management and services that are not supported by mainstream mental health programs.
After Hours Emergency Housing 518-420-8864
Funding from the county is used to operate a phone for housing emergencies after DSS has closed each evening.

Mental Health Counselor
1 Part Time opening for a mental health counselor.
The candidate will be responsible for ensuring the delivery of services to homeless individuals and families through in person screening, advocacy and linkage to community resources.
Minimum Qualifications:
Permit holder or current registration as a Licensed Mental Health Counselor and practical experience dealing with the mental health needs of disadvantaged people. Individuals must also possess a thorough understanding of the dynamics of poverty.

Case Manager
2 full time openings for a Case Manager.
The candidate will be responsible for ensuring the delivery of services to homeless individuals and families assisting them to make the transition from temporary shelter to permanent housing.
Minimum Qualifications:
The candidate must have at least three year's experience in direct service to economically and socially disadvantaged people. A degree in human services or related field may be substituted for experience. Individuals must also possess a thorough understanding of the dynamics of poverty.
